rate_dataset::create_mag_arrays

 rate_dataset::create_mag_arrays
        Create the arrays needed to read the data and store them for plotting

 Call:
        dsref -> create_mag_arrays, nover, field, times, nvals

 Arguments:
        nover   int     input   The number of channels to be read.
        field   float   output  The field array.
        times   double  output  The times array.
        nvals   int     output  Number of elements along the arrays.

 Keywords:
        hiscale         If set, then pick up the settings appropriate
                        to HISCALE
        epam            If set, then pick up the settings appropriate
                        to EPAM.
